Current Legislative Issues
San
Francisco
In 1999 the Board of Supervisors of San Francisco, with the approval of former Mayor Willie Brown, appropriated $1.15 million for the San Francisco CARES program. The initiative sponsored by Supervisor Mabel Teng was in response to the high turnover of childcare providers and the inability of programs to find qualified teachers. Empty classrooms remain in new facilities and the high turnover seriously jeopardizes the care young children receive. In 2000-01 city funding was supplemented by local and state Prop.10 funding and state revenue. Providers who have been employed in one program for a minimum of 1 year who have at least six units of early childhood education can apply for stipend in the amount of $500 to $4500 if they agreed to engage in ongoing professional development.
